PPWR is coming: Get up to speed on the requirements taking effect in August 2026

From August 12th 2026, the first requirements under the EU’s new packaging regulation, PPWR, take effect.

PPWR replaces the previous directive. It applies directly in all member states without national implementation and sets common rules for what packaging may contain, how it must be documented, and who bears responsibility across the value chain.

PPWR tightens the requirements for packaging and clarifies responsibility throughout the value chain.

The regulation defines key terms more precisely: for example, small pouches and units such as tea and coffee bags and coffee capsules are considered packaging when designed to be discarded together with their contents.

The definition of producer becomes clearer, and end user is now defined as the end user of the product, not of the packaging. This changes the distribution of responsibility, particularly in relation to imports and business-to-business transactions.

In addition, a new unpacking rule applies: companies that unpack packaging for repacking are themselves responsible, even if they are not the end user of the product.

The regulation also introduces stricter restrictions on hazardous substances, including a ban on PFAS in food contact materials.

Documentation requirements increase significantly: producers must be able to demonstrate compliance with PPWR, and a Declaration of Conformity (DoC) must accompany the packaging throughout the value chain.

The three most important elements to consider while we prepare for PPWR:

  • Correct role and responsibility: Know your role in the value chain, particularly in relation to the new end user definition and the unpacking rule.
  • Chemical restrictions: Ensure your packaging complies with the requirements for hazardous substances, including the ban on PFAS in food contact materials.
  • Documentation and DoC: Have your technical documentation and Declaration of Conformity in place and ready to accompany the packaging.
